9-13.6 Procedures for Enforcement
9-13.6.1 Complaint.
Any person who claims to have been injured by an unfair real estate
practice or believes that he will be irrevocably injured by an unfair
real estate practice that is about to occur (hereafter called "person
aggrieved") may file a complaint within 30 days of the alleged
violation, with the Corporation Counsel. The complaint shall be in writing,
under oath, and shall contain such information and be in such form as
the Corporation Counsel requires. Upon receipt of such a complaint the
Corporation Counsel shall furnish a copy of the same to the person or
persons who allegedly committed or are about to commit the alleged unfair
real estate practice.
9-13.6.2 Concilation
The Corporation Counsel shall proceed to investigate said complaint,
try to eliminate or correct the alleged unfair real estate practice
by voluntary and informal methods of conference, conciliation and persuasion.
Nothing said or done in the course of such informal endeavors may be
made public or used as evidence in a subsequent proceeding under this
section without the written consent of the persons concerned.
9-13.6.3 Circuit Court Complaints
9-13.6.3.1
Village Complaint. If, within 30 days after the initial complaint
is filed, the Corporation Counsel has been unable to obtain voluntary
compliance with this section, the Corporation Counsel may file the
said complaint with the appropriate division of the Circuit Court
of Cook County in the manner provided for the filing of ordinance
violation complaints in the name of the village. If, during the course
of the proceeding, compliance with this section is obtained or the
person aggrieved desires to withdraw his complaint, the Corporation
Counsel may non-suit or otherwise dismiss the complaint.
9-13.6.3.2 Direct Complaint
Nothing contained herein shall bar the person aggrieved from filing
a complaint directly with the Circuit Court of Cook County.
9-13.7 Penalties
Any person, firm or corporation upon conviction of a
violation of this Section 9-13 shall be fined not less than $100 or more
than $750. Any person, firm or corporation upon a second conviction of
a violation of this section shall be fined not less than $250 or more
than $750 and the fine for a third or subsequent conviction shall be $750.

9-13.8 Notification of Conviction
If any person, firm or corporation convicted of a violation
of this Section 9-13, other than a violation of Subsection 9-13.4(h),
holds any license issued by a Department or Agency of the State of Illinois,
the Corporation Counsel is hereby directed to notify said Department or

in order to file a Housing Discrimination Claim with the Village of Wilmette.
