Dispute Mediation Program

The Village is frequently asked to respond to a complaint against a resident made by a neighbor. The aggrieved party believes the village should do “something about it” immediately, but the resident has not violated any Village ordinances or state laws. In response to these types of requests, the Village, through its Community Relations Commission, has developed a Dispute Mediation Program.

Several Wilmette residents have been trained as mediators through the Center for Conflict Resolution in Chicago. The mediators can help facilitate communication between residents. This includes identifying and discussing areas of mutual concern, and exploring possible solutions.

The following are some examples of the types of cases heard by Village mediators: excessive dog barking, property access complaints, parking issues, and landlord/tenant disputes. Often, when the two parties can meet with an impartial mediator and discuss the matter, a satisfactory agreement can be reached.

The mediation services are available at no cost and participation is voluntary. If you have a disagreement with a neighbor that you think might be appropriate for the Dispute Mediation Program, please contact the Village Manager’s Office at 847-853-7509 or admin@wilmette.com.

Freedom of Information Act

Guidelines for Submitting a Formal Request for Information

Any person requesting access to information as permitted under "The Freedom of Information Act" (House Bil1234, P.A. 83-1013) should follow the steps below:

  • Step 1 - Complete the Freedom of Information request form, being as specific as possible with regard to the documents or information you seek. An index of public records maintained for inspection is available at each public building. Click here for a PDF copy of the Information Request Form
  • Step 2 - Return the completed form to the appropriate contact person (see listing below) By mail or in person, Monday through Friday, 8:30 a.m. to 5:00 p.m.
  • Step 3 - Within seven (7) business days of receipt of the request, the Village will indicate in writing its response to the request. The Village will respond in one of the four (4) following manners:
    1. Inform you of when and where the information may be inspected or how a Copy may be obtained.
    2. Indicate that additional time to fulfill the request is needed, factors prompting the delay and when the response will be forthcoming.
    3. Deny the request, stating reasons for the denial.
    4. Failure by the Village to respond within fourteen (14) days is deemed a denial.
  • Step 4 - You have the right to appeal any decision to deny access to records. Appeals must be submitted in writing to:

  • Step 5 - If the Village Manager upholds the decision to deny access, or does not respond within seven (7) days, you may file suit in circuit court for injunctive ore declaratory relief.

Health Insurance Portability and Accountability Act Compliance

As an essential part of our commitment to you and the community, the Village of Wilmette, which provides certain health-related services through its Health Department and its Fire Department/Paramedic/Ambulance services, maintains the privacy of certain confidential health care information about the persons to whom it provides service, known as Protected Health Information or PHI. PHI is information about a person who receives health care services from the Village, or that could be used to identify such a person, as it relates to their past and present physical and mental health care services.

As part of the federal Health Insurance Portability and Accountability Act of 1996, known as HIPAA, we are required by federal law to protect the privacy of health care information and to provide persons who receive health care services from the Village for which the Village keeps PHI a Notice of Privacy Practices.

New Residents Welcome to the Village

Each fall, the Village hosts an annual New Resident Reception. This allows new residents to have the opportunity to receive information about local government programs and services, and meet local government officials from the Village, Library, Park District and School Districts.  Specific details (date and time) will be posted in the Village News section of this site, in the weeks preceding the event.

Partners for Clean Air

Today, the six-county Chicago metropolitan region is out of compliance with federal clean air rules for ozone, also known as smog. The highest levels of smog are most often recorded in suburban Chicago. In an effort to address this issue, the Village has partnered with Partners for Clean Air, an organization of local governments, businesses and citizens committed to improving air quality through voluntary actions.

Sharps Disposal Program

A “user friendly” medical sharps collection program is provided by the Village to assist residents in disposing of home-generated medical “sharps”. Village Ordinance makes it illegal for anyone to introduce any Potentially Infectious Medical Waste (“PIMW”) into any refuse collected by the Village, or a contractor engaged by the Village, which provides refuse collection services.

“Sharps” are defined as medical wastes, which have the potential to puncture or lacerate.  This includes hypodermic and intravenous needles and syringes, as well as disposable lancets. Once you use a syringe, needle, lancet or other “sharp”, it becomes a potentially hazardous medical waste product. That is why it’s important to dispose of “sharps” the right way.

You can help prevent injury, illness and pollution by following some simple steps when you dispose of home-generated medical “sharps”. You should place “sharps” in rigid, leak-proof and puncture resistant containers that are impervious to moisture, of sufficient strength to prevent bursting under normal conditions and can be sealed to prevent leakage during transport.

A laundry detergent bottle constructed of rigid plastic with a screw-on lid is an acceptable container. Once it is filled, the cap must be replaced tightly. “DO NOT RECYCLE” should be written on the detergent bottle with indelible marker. GLASS JARS OR BOTTLES SHOULD NEVER BE USED!

There are containers designed specifically for the disposal of home-generated sharps products, which are available at most pharmacies. The Village Health Nurse also sells these containers at a minimal cost.

After a sharps product has been used, it should be placed in an appropriate container for disposal. Once the container is filled and sealed, it may be brought in for disposal at one of two convenient drop-off points in the Village:

Residents will be asked to place their home sharps containers in a special transport carton at the drop-off location. Village employees will not be allowed to handle sharps containers, which are brought in for disposal. No medical waste generated at a commercial site will be accepted. If you have questions regarding the sharps program, please contact the Village’s Health Nurse or Refuse Coordinator at 847-251-2700.
