Anyone, including homeowners and excavators, planning to dig or alter the surface of the ground must first call the Joint Utility Locating Information for Excavators (JULIE). JULIE is a message handling and delivery service for utilities. Once the utility companies receive the information about planned excavations from JULIE, it is each separate utility’s responsibility to mark the location of their underground facilities at the excavation site.
State law requires that JULIE be notified 48 working hours before work begins. JULIE’s call center is staffed 24 hours per day, 365 days per year, and can be reached by dialing 811 or (800) 892-0123. You can also submit a locate request online. Both the locate request and JULIE’s services are free.
